Dwelling Density for Livability Level: Turkey Statistical Institute (TSI) Address Based Population Registration System (ABPRS) is integrated into analyses of dwelling density on district and county level. The outcomes of previous research showed that while districts with high density level are on lower positions, those ones with lower density levels are taking place on upper positions with respect to welfare level.
Educational Level and Period for Cultural Level: Turkey Statistical Institute (TSI) Address Based Population Registration System (ABPRS) is integrated into analyses of education level and education period on district and county level.
Methodology: As a result of algorithm generated with the use of sales prices, rental values, population density, dwelling density, educational level and educational period variables, SER coefficients for every single area is identified. These coefficients are clustered by use of K-Means algorithm. K-means clustering algorithm is a method of cluster analysis which aims to partition n observations into k clusters in which each observation belongs to the cluster with the nearest mean.
SER coefficients are being identified for each area and then clustered into 9 grades as A+, A, A-, B+, B, B-, C+, C, C- by using K-means algorithm.
